City construction projects progressing

ELLSWORTH — Construction crews continue to make progress on projects around the city.

The long-anticipated Dairy Queen is under construction, and two buildings have sprung up on the site of the former Town Auto at 206 and 210 High St.

Work on the Dairy Queen restarted this summer after a months-long hiatus. Originally slated to open in December 2017, the 2,600-square-foot building will be situated next to McDonald’s on the site of the former Darling’s auto dealership.

Christopher Thorne, owner of Ellsworth Soft Serve LLC, also runs Dairy Queens in Brewer and Waterville. Thorne could not be reached for comment but previously told The American that he estimated there is about “four months construction to do” at the site. He did not have an opening date.

Down the street, the 15,000-square-foot spaces on the former Town Auto site will eventually house Auto Zone (in the single-unit brick building), with Aspen Dental and Mattress Firm in the larger, multi-unit space.

The dental chain and mattress store have hit rough patches in the past few years.

Mattress Firm filed for Chapter 11 bankruptcy earlier this month, closing 200 stores around the country, with a total of up to 700 slated to shut their doors in the coming months.

Brick-and-mortar mattress stores have been rattled in recent years by an influx of online mail-order bedding retailers, such as Casper and Helix. Trade publication Furniture Today found that the “direct-to-consumer mattress channel” rose from a 12 percent share of the $14-billion-per-year mattress industry in 2016 to as much as 20 percent in 2018. Mattress Firm did not respond to a request for comment before deadline.

Aspen Dental’s parent company, Aspen Dental Management Inc., has come under scrutiny for its practices.

The chain often serves those who may not be able to afford a trip to the dentist, offering dental work on credit for those who can’t pay. The New York-based company is owned by private equity firm American Securities and operates nearly 700 offices in 38 states, according to its website, with nine in Maine.

In 2014, Aspen Dental Management paid $1 million to patients in Massachusetts to settle allegations that it engaged in deceptive advertising practices and charged patients for services not provided.

Four years earlier, the company paid $175,000 in Pennsylvania to settle complaints about claims including that it advertised “free” exams but charged those with no insurance and that it did not tell patients about 30 percent interest fees on loans for missed payments (the company did not admit wrongdoing as part of the suit).

Aspen Dental also was investigated during a 2013 Senate Judiciary Committee probe into corporate dentistry practices in the Medicaid program and settled charges in New York in 2015 for $450,000 that it interfered with dentists’ decision making.

Aspen Dental did not respond to several requests seeking comment.

In a 2012 interview with PBS’s “Frontline” as part of an investigation into corporate dentistry, Aspen Dental CEO and President Bob Fontana said the company had “no influence on the dentistry” and rejected the idea that Aspen Dental engages in predatory lending practices or sets “production goals” for its doctors.

Fontana said typical patients are often middle-aged, with long-neglected dental needs that often require expensive care.

“We’re big advocates for the patient,” Fontana said.

The Maine Office of the Attorney General has mediated two complaints against the company in the past two years. Staff in the office said they could not provide records farther back, the locations involved or any more details about the complaints.

Duluth Trading Company store OK'd for construction

Construction on the first Duluth Trading Co. store in Florida is ready to begin.

J. Raymond Construction Corporation was awarded a permit Thursday to build a 14,538-square-foot building for the Belleville, Wisconsin-based casual wear and accessories brand, which operates 43 brick-and-mortar locations nationwide.

The Jacksonville store will be located adjacent to Regal Cinemas in River City Marketplace, near Jacksonville International Airport off of Interstate 95 and Airport Center Drive.

Construction is valued at $500,000, according to the permit.

Local construction company Constructii Erbasu officially opened the first ibis Styles hotel in Bucharest after a EUR 4 million investment.

The company completely refurbished an existing hotel, the whole process taking about 16 months, according to Cristian Erbasu, CEO and owner of Constructii Erbasu.

The new hotel is classified at three stars and is located in Northern Bucharest, in the Aviatiei area, close to the Capital’s main business district. Polish group Orbis operates it.

The hotel has 80 design rooms, a classified restaurant – STEEL, a bar, a conference room and business lounge and a kids’ corner.

Construction companies turn to robots as they face worker shortage

Robot technology has been used in recent years across all kinds of industries. Now, construction companies are giving it a go.

Blueprint Robotics—based in Baltimore, Maryland—is finding robots especially beneficial right now, as the nation faces a critical construction worker shortage.

“There are four robots on this machine,” says CEO Jerry Smalley. “It cuts it nails it screws it trims, it drills.”

In other words, these machines do what people used to.

"Every other industry has brought automation to the solution. This is just an industry that's time is now to bring automation,” says Smalley. “We're no different than automotive, or aerospace, or medical, this is just our moment to bring automation."

Blueprint Robotics is one of a handful of robotic construction firms to enter the fray in the last couple years. The company is taking the concept of modular home construction to the next level, but they believe this method of construction can cut the time it takes to finish a job by 20 to 40 percent.

“It’s more precise, higher quality, less cost, less risk,” explains Smalley. “You know the cost of our product before we commence, a more predictable schedule, and at the end of the day a better just a totally better product.”

At Blueprint Robotics, there are still dozens of employees on the floor on any given day. They’re still needed. For example, once a robot builds a wall, an electrician will still need to install the wiring. Other workers on the floor are there for quality control.

Worker Roy Collins use to work at traditional job sites, but now, machines are doing what he did. He says it’s weird to see.

“Being in the industry 20 years I never thought this would be capable of happening,” Collins says.

Since there's such a shortage of construction workers as it is, industry experts say they have no concerns this method could take jobs away from skilled laborers, and in fact it could be good in the long run.

“As far as increasing productivity and holding down costs, it’s absolutely a good thing,” says Jeff Gwinn, with the National Construction Trade Association. “It’s not gonna hurt the industry at all.”

So, will places like Blueprint Robotics only continue to become more commonplace?

“Yes, It has to,” says Collins. “It’s quicker, better; you get a better product, material is better. It's a better way to build.”

Much has been made of the virtues of design-build project delivery. More than a few dry research papers have analyzed and demonstrated that a design-build project can take less time to complete for perhaps less money, than traditional design-bid-build. Design-build is particularly adept at controlling the growth of costs and schedule over the life of a project.

There are many factors that make this possible. Critical among them are how the parties structure their relationships and how they promote the best practices that can achieve time and cost savings. The right contract form and language alone will not guarantee the desired outcomes, but it can put the design-builder, designer and owner in a position to succeed. The ConsensusDocs family of design-build standard contract documents is one highly effective tool for the job. When Does the Design-Builder Enter the Picture? Pennsylvania Construction Contractors Gain New Tools to Collect Payments

Contractors, subcontractors, and owners involved in private construction projects in Pennsylvania should be aware of amendments to the Contractor and Subcontractor Payment Act (CASPA) which go into effect October 10, 2018. CASPA protects contractors’ and subcontractors’ right to payment on private construction projects. It provides payment deadlines and procedures, specifies what constitutes wrongful withholding of payment for completed work, and may result in a judgment that adds interest, penalties, and attorneys’ fees for violations. Highlights of the strengthened act include:

> Parties to a contract governed by CASPA may not waive its protections by private agreement.

> A suspension process is provided where payment has not been timely received.

> Owners seeking to withhold payment from contractors for defective work (and contractors who intend to withhold payment from subcontractors), must set forth the exact amount to be withheld and a written explanation of the good faith basis for the withholding within 14 days.

> CASPA’s supplemented retainage mechanism allows a contractor or subcontractor to post a maintenance bond of 120% of retainage upon substantial completion, and obtain its release.

ALTERNATIVE MATERIALS FOR RURAL ROAD CONSTRUCTION

Road traffic peak body Austroads has published a report on the use of non-standard materials for rural roads. These alternative materials could lower pressures on the supply of virgin aggregate.

The report was announced as part of a webinar conducted by Austroads in July. The three speakers at the webinar were Institute of Public Works Engineering Australasia’s roads and transport directorate manager Mick Savage (project manager), the Australian Road Research Board’s (ARRB) chief technology leader for sustainability and resilience Tyrone Toole (project leader), and Zia Rice, ARRB’s senior professional for future transport infrastructure.

Kieran Sharp, Lincoln Latter and Michael Moffatt were the other participating ARRB team members, with Austroads’ Eliz Esteban the moderator. The review team comprised stakeholders from road and traffic authorities, among others.

Toole said the construction materials industry could benefit if the report’s findings were implemented nationally. There would be significantly lower costs of supply through substantially lower processing and transport costs.

“Demand could increase as transport and processing cost savings would be available to fund additional processing and supply,” Toole said.

Toole noted “a significant backlog of works exists in the roads sector” and said “an optimum outcome would be the use of cost savings to fund more projects”.

He said the study was commissioned in the backdrop of a shortage of quarry products, due to environmental restrictions and high transport costs of construction materials.

“Overall, there is a need to more effectively manage the available natural resources and consider the consumption of these resources for longer-term asset planning,” Toole said.

Key aims of the study

Toole explained the study was commissioned to consider:

• The increasing shortage of quality quarried materials and natural gravels for road construction and maintenance, with these being finite resources, and current sources being exhausted.
• The transportation of gravel quarry products over longer distances, resulting in escalating costs for road construction and maintenance. Some agencies are now paying for access to previously free materials.
• The exacerbation of the problem by the trend towards tighter environmental and quarry operation legislation and land access requirements.

Toole said the study focused on rural roads, although the use of marginal and substandard materials was also possible in other cases, including towns and industrial areas, where traffic levels were not excessive.

The report states there would be a reduction in construction and maintenance costs, particularly in remote and rural areas – including local government sub-division roads, and similar applications, where traffic loading is light.

“For unsealed roads, for most conditions they require a sufficient quantity of plastic soil fines to help bind the surface, thus reducing surface wear, leading to gravel loss, and pothole formation,” Toole said, adding that too much of the fines would lead to slipperiness loss of strength, and loss of shape.

Toole said what often was termed a ‘marginal material’ for a sealed road might be suitable for an unsealed road.

John Deere Road moves to final stage of construction

UPDATE: MOLINE, Illinois -- Construction crews will begin work on switching over to the last stage of the John Deere Road project earlier than originally predicted.

In order to avoid the rain predicted for early tomorrow morning, the McCarthy Improvement Company will begin switching traffic signs starting at 8 p.m. tonight instead of 10 p.m., which was planned originally. The company is warning all drivers to be careful during the switch, which is now expected to last until 1 p.m.

EARLIER: After two and a half years of construction, John Deere Road moves to the final stage starting tonight, weather permitting.

According to a statement from McCarthy Improvement Company, crews will be moving westbound traffic signals over to the westbound side starting at 10 p.m. on Oct. 4. The move will last until 5 a.m. the next day.

Westbound traffic has been sharing eastbound lanes while crews worked on paving the westbound roads and intersections.

The actual switch will begin at 5 a.m., according to the statement. Traffic will be stopped at 41st Street, 53rd Street, 60th Street and 70th Street for 15 minutes. After the switch, both sides will have two open lanes. The third lane on both sides will be opened after the final stage of construction.

All of these updates depend on if the weather cooperates.

According to the statement, the ramp from westbound I-74 to eastbound John Deere Road will remain closed until late October.

The company is shooting to be completely finished with construction by November 21, 2018.

Temple company awarded contracts for $20 million Fort Hood project

A Temple construction company was awarded contracts worth about $20 million to build two warehouses at Fort Hood.

Emerson Construction Co., located at 4502 Twin City Blvd., was tapped to build two “new standard design supply storage activity warehouses,” according a contract notice posted on the U.S. Department of Defense website.

“It’s two separate contracts we were awarded for an activity storage warehouse,” said Ashton Teague, project manager for Emerson Construction. “It consists of about 20,000-30,000-square-foot warehouse building with some office space in there, too.”

Robert Medlock, project manager for the U.S. Army Corps of Engineers, said these storage facilities are the first of four planned buildings.

“These will be supply support warehouses. It’s the standard design that we do for the military all over,” Medlock said. “These two facilities are part of a package. The entire package is four buildings, and these first two will be awarded.”

Funding for future buildings will be allocated at a later date.

Teague said the contracts will have a significant economic impact for several local businesses.

“We definitely strive to keep things local as much as possible. Emerson is a local contractor to the Temple-Belton area and we have been since the late 1970s,” Teague said. “It gives opportunities to our subcontractors. A lot of those are local businesses and contractors, so that in turn keeps the money here and helps support those families as well.”

CONSTRUCTION FIRM WINS NURSERY CONTRACT

A Dorset builder has won a contract to redevelop the site of a Poole-based nursery.

Greendale Construction will redevelop the Kingland Road site of Chestnut Nursery with a new shop and improved nursery and grounds.

Behind the shop, there will be a further 8,000 sq ft of retail hard standing and growing areas.

The new nursery will offer a more formal experience for customers, and will provide space for volunteers working with the registered charity SWOP (Sheltered Work Opportunities Project) to work.

During the refurbishment, Chestnut will be operating a pop-up shop at 26 Kingland Crescent in Poole town centre where it will be selling a variety of plants and accessories.

 Angela Mansbridge, project manager at Chestnut Nursery, said: "It is such an exciting time at the nursery and everyone has worked so hard to get to this stage. The improvements will benefit our current and future volunteers for years to come."

Martin Stewart, managing director at Stewarts Garden Centres, and chairman and trustee at SWOP, said: "We are thrilled to have finally got this project up and running, and are delighted to be working with such a well-regarded company as Greendale Construction.

"This is going to be an iconic building within the conservation area of Poole Park, for a really valuable charity which is going to benefit hundreds of the charity’s volunteers."

Construction firm Probuild adopts Brickschain for blockchain

Probuild, one of Australia’s leading construction companies has partnered with California-based Brickschain. The startup has a portfolio of products that target blockchain based construction management.

The aim is for the construction company to track the provenance of all the assets involved in the build process. The data is drawn from different suppliers and their systems using API integrations.

Construction sites usually have a variety of facilities, for example, site offices and toilers. The Brickschain project tracks these as well.

Once construction is complete, the building owner will have full details of every piece of equipment in each room. That could be fire sprinklers or window frames. The owner will be able to drill down into the documentation and check supplier or warranty details in case something goes wrong.

Brickschain founder Bassem Hamdy spent most of his career in construction software. He was with Toronto base CMiC for more than thirteen years, much of that as CMO. Before starting Brickschain earlier this year, he was at construction tech company Procore Technologies for two years.

“Brickschain has a mature blockchain and the domain expertise to help power our supply chain verification processes from China, to Hong Kong on to Melbourne and then live time installation,” said Luke Stambolis, MD of Probuild.

“We now have the blockchain as the source of truth, triggered by Ynomia’s BLEAT IoT technology across the seas. Probuild will now shortlist a Banking partner who will securitize the entire process. We’re very excited.”

Since June, Brickschain has entered into partnerships with companies with total construction revenues in excess of $20 billion.

Brickchain’s technology partner is ULedger, an enterprise blockchain company.
